Tully Rinckey PLLC is pleased to announce that it has named Michael C. Fallings, Stephanie Rapp-Tully, Kevin J. Shehan, Allen A. Shoikhetbrod, Heather Tenney and Heather L. Youngman Partners.
As a Partner in Tully Rinckey PLLC’s Austin office, Michael C. Fallings focuses his practice on federal sector labor and employment law. Mike has extensive experience litigating cases on behalf of employees at the U.S. Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), and in both state and federal courts. He also has experience negotiating settlement agreements on behalf of federal employees. Throughout his legal career, Mike has defended and taken numerous depositions of both parties and witnesses and prepared successful oppositions to summary judgment motions.
Dedicated to fighting discrimination in the workplace, Stephanie Rapp-Tully has spent her entire career helping public and private sector employees overcome unlawful personnel actions based on factors such as their race, sex, national origin, disability, military service and age. A Partner in Tully Rinckey PLLC’s Washington, D.C. office, Stephanie concentrates her practice on federal labor and employment law, routinely representing employees before United States District Courts, Appeals Courts, the Equal Employment Opportunity Commission (EEOC), and Merit Systems Protection Board (MSPB).
Kevin J. Shehan is a Partner in Tully Rinckey PLLC’s Manhattan office. He has distinguished himself as a labor and employment attorney who is sought after by employers and employees. Clients rely on Kevin to defend and assert employment claims, including discrimination, harassment, retaliation, and wage and hour claims. Employers seek Kevin’s advice on day-to-day workplace issues and employment law compliance, and they look to him to draft employment agreements and policies. Employees rely on Kevin to negotiate compensation and severance packages. Kevin appears regularly before New York federal and state courts, administrative agencies, and in arbitration and mediation. At the national level, Kevin is notable for persuading a federal trial court to invalidate a veteran’s waiver of employment claims, under the Uniformed Services Employment and Reemployment Rights Act, in one of only a few decisions nationally on the subject.

Shoikhetbrod is a Partner with extensive experience in federal, state and private employment law matters, including claims of discrimination, harassment, retaliation, qui tam and whistleblower actions and disciplinary matters. He has represented clients before federal and state courts, as well as before administrative tribunals and agencies including the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), U.S. Department of Labor (USDOL), Department of Veterans Affairs Disciplinary Appeals Board (DAB), New York State Department of Human Rights (DHR), New York State Department of Labor (NYSDOL), and matters before the U.S. Office of Special Counsel (OSC).
Heather Tenney’s years as a litigation and advocacy attorney with the U.S. Army add to the number of experienced attorneys within Tully Rinckey PLLC’s military and national security law law practice group. A Partner in the firm’s Albany office, Heather represents officers and enlisted service members in complex legal matters, including courts-martial, adverse command actions against troops such as administrative separations, Article 15 matters, and other forms of non-judicial punishment. Additionally, Heather protects service members from discrimination, advises veterans on achieving optimal outcomes on claims and appeals for benefits that they have earned from the U.S. Department of Veterans Affairs and helps ROTC cadets avoid losing their scholarships. She also assists federal employees and contractors with security clearance and suitability adjudications as well as federal labor and employment matters.
Heather L. Youngman is a Partner in Tully Rinckey PLLC’s Syracuse office, where her practice focuses on civil litigation and family and matrimonial law. Throughout her legal career, Heather has achieved extensive experience litigating family court and matrimonial matters and has additional experience focusing on federal court appellate litigation. Heather’s other professional experience includes working as a journalist, editor and marketing manager.
Additionally, Nicholas A. Devyatkin of Manhattan, Giancarlo Facciponte of Syracuse and Zachary T. Ruetz of Rochester have been named Senior Associates.
