CHA Announces New Staff in Albany

CHA Consulting, Inc. (CHA), a highly diversified, full-service engineering and construction management firm, announces four new staff have joined its Albany area staff.

David Rakvica has joined the firm as a construction section manager for CHA’s transportation market.  David has more than 30 years of experience in the heavy civil construction industry executing and managing complex public and private infrastructure projects.  He earned his bachelor’s degree in civil engineering from Clarkson University in Potsdam, NY.

Nicole Filmer has joined the firm as a project finance technician for CHA’s campus and institutional group.  Prior to CHA, Nicole was involved in the financial management and transactional analysis for six renewable energy wind hubs for a Fortune 500 company. She earned her bachelor’s degree in finance from Siena College in Loudonville, NY.

Deborah Shepard has joined the firm as a marketing development specialist for CHA’s facilities group.  Deborah has 17 years of professional marketing experience in real estate development and construction.  She earned her bachelor’s degree in sociology from the State University of New York at Albany.

Kevin DuBois has rejoined the firm as a resident engineer utilizing his engineering and construction expertise to support activities in the field.  Kevin is a NICET IV certified professional with 33 years of experience in the construction industry. He previously served as a chief inspector for 12 years at CHA.  He earned his associate’s degree in construction technology from Hudson Valley Community College in Troy, NY.
