POUGHKEEPSIE, NY (May 7, 2015) – The Chazen Companies, today announced that it has again expanded its ownership with the addition of five new Principals and Associates. The new Principal is Stuart Mesinger, AICP. The new Associates are Barbara Beall, PWS, Edward Larkin, P.E., Arlette St. Romain, and Bruce Wells, L.S.
The five new shareholders have a wide range of experience and responsibility within the company. Mr. Mesinger joined Chazen in 1998 and is Vice President of Land Development. Ms. Beall started with the company in 2000 and is Director of Natural Resource Services. Mr. Larkin joined the firm in 2005 and is Manager of Code Compliance and Inspection. Ms. St. Romain has been with Chazen since 2007 and is Director of Environmental Services. Mr. Wells joined the company in 2011 and is Director of Land Surveying.

In addition to the five new Principals and Associates, Chazen’s ownership includes Richard Chazen, P.E., Daniel Stone, P.E., Mark Kastner, P.E., Steven Alex, L.S., Joseph Lanaro, P.E., James Connors, P.E., Roger Keating, P.E., James “Andy” Rymph, RLA, Christopher Lapine, P.E., Peter Romano, P.E., Sean Doty, P.E., Lauren Gillett, PHR, Eric Johnson, P.E., Chris Round, AICP, and Russell Urban-Mead, CPG. Chazen also has an Employee Stock Ownership Plan (ESOP) for the benefit of all of its employees.

Stuart F. Mesinger, AICP, Vice President of Land Development
Mr. Mesinger has over 25 years of experience in land use planning, environmental impact review, geographic information systems, and is a former town and county planner in upstate New York. He is Chazen’s Vice President of Land Development in which capacity he manages the firm’s most complex land development projects. He serves as consulting planner to municipalities throughout New York and is the author of numerous comprehensive plans, zoning ordinances, and subdivision regulations. He has particular expertise in municipal, regional, and recreational planning and in the management of complex large-scale projects, and in planning in rural and suburbanizing communities.
Barbara Beall, PWS, LEED® AP, Director of Natural Resource Services
Ms. Beall has nearly thirty years of experience in all facets of environmental analysis, specializing in wetlands and waters delineation, permitting, and mitigation. She currently serves as Director of Natural Resource Services in which capacity she is also responsible for Chazen’s ecological habitat assessments, endangered species surveys, and habitat conservation planning services. Ms. Beall is an experienced environmental analyst, having prepared numerous environmental assessments and impact statements under the State Environmental Quality Review Act (SEQRA) and the National Environmental Policy Act (NEPA), and has managed the approval process for diverse projects such as residential and retail developments, county jails and cellular communication towers. Prior to joining Chazen, Ms. Beall worked for the US Army Corp of Engineers in the Regulatory Branch.
Edward P. Larkin, P.E., LEED® AP, Manager of Code Compliance and Inspection
Mr. Larkin has over nine years of engineering experience. Mr. Larkin manages Chazen’s code compliance projects including GLOBALFOUNDRIES FAB 8.1 inspection. He is responsible for oversight of construction projects and management of construction inspection personnel. In addition to code compliance, Mr. Larkin has experience in geotechnical engineering, structural engineering, land development, construction management and municipal engineering.
Arlette St. Romain, Director of Environmental Services
With over nineteen years as a professional environmental scientist, Ms. St. Romain has extensive experience conducting Phase I and Phase II Environmental Site Assessments, Brownfields Cleanup Program projects, site remediation and asbestos and lead paint surveys. Ms. St. Romain also has extensive experience with the preparation of environmental assessments/environmental impact statements under both SEQRA and NEPA. She has managed projects for military, commercial, resort, and private developer clients.
Bruce G. Wells, LS, Director of Land Surveying
With over 42 years of experience in land surveying, Mr. Wells works closely with environmental firms, attorneys, title companies, municipal, state and federal agencies providing high quality land surveying services, consultation and problem solving from project inception through completion.
