Saratoga Prosperity Partnership Appoints New Board Members

The Saratoga County Board of Supervisors unanimously approved the appointment of Rocco Ferraro and Joshua Spain to the Saratoga County Prosperity Partnership Board of Directors on October 18, 2016. They join twelve public and private Saratoga County leaders currently serving on the Board.

The Partnership, incorporated in 2014, is leading the charge for streamlined economic development and innovation in Saratoga County. The Board size and appointments process is governed by the Partnership’s Certificate of Incorporation and By-laws, which allows the Board of Supervisors to determine appointments. The Board can be comprised of 7 to 15 directors, with terms of 2 years.


“The County takes very seriously our approach to economic development and remains focused on creating an effective one-stop-shop for those looking to do business here,” said Arthur “Mo” Wright, Chairman of the Saratoga County Board of Supervisors. “Rocky and Josh will offer fresh community and business insights, helping the Partnership continue to raise the bar for our market area.”

“The purpose of Partnership Board is to help lead and facilitate positive economic development growth for Saratoga County and both Rocky and Josh will help us to achieve that goal through their advocacy,” added Jack Lawler, Chairman of the Partnership Board of Directors.

Ferraro, the Executive Director of the Capital District Regional Planning Commission, has nearly 40 years of planning experience ranging from neighborhood to regional planning in both the public and private sector. He presently serves on a number of local and regional boards and advisory groups throughout the Capital Region, including the Chairman of the Planning Board for the Town of Clifton Park and President of the Saratoga Affordable Housing Group. Since 1997, Rocky has been an Adjunct Professor in the Department of Geography & Planning at the University at Albany.

“I look forward to serving on the Partnership Board and offering my expertise from a planning perspective to enhance economic development opportunities in the County,” said Ferraro.

Spain is the Senior Director of Global Engineering for Momentive Performance Materials, which is a global manufacturer of specialty silicones and Quartz products for a wide range of industries, including automotive, electronics, personal care, consumer products, building and construction, semiconductor and lighting.  He has over 24 years of manufacturing and engineering leadership experience with Momentive (formerly GE Silicones), and he currently serves on the Board of Directors of the Chamber of Southern Saratoga County.

“I’m extremely excited and honored to be invited to serve on the Partnership board, and as Chairman Lawler states, I’m looking forward to contributing to the positive economic development growth for Saratoga County,” said Spain.


Both Ferraro and Spain are expected to start their Partnership Board terms immediately.
